Policy tools from DITOs
- Discovery trips
- Roundtable discussions
- Conferences and talks
- Policy Briefs
-------------------------
1 // Starting to think about policy engagement
3 Basic steps
- 1. what evidence are you working with and what is your message
- 2. who is your audience? - people in position of power? communicators? competitors?
- 3.How can the message be delivered? - very context specific, how much time do you have? prepare your message for the context and audience
-------------------------
2 // What's going on at the European level?
Citizen's engagement across europe... There is a report of the EU comission
EU commission activities on "citizen science"
- Policy initiatives
- CS is one of the 8 pillars of "open science agenda"
- Science with and for Socoety Programme (SwafS)
- Responsible Research and Innovation (RRI)
- Environmental Knowlegde Community
- Management of CE research projects
- Collective awareness platforms (CAPS)
- Citizens' Observatories
- SwafS projects, eg DITOs
- Actual practice
- EU Policy Lab (JRC) - in Brussels, in-house research section on the commission
- Digital Earth Lab (JRC) - in Italy
- Developing a Makerspace (JRC)
- Ressearch on CE gobernance
- Making Sense Project (JRC)
- Open Science 2.0 (JRC)
- not just the Commission, there are other Bodies at EU level
- EEA
- COST Actions on Citizen Science Research Invasive Alien Species
Which of these are interesting processes?...
Agendasetting - ongoing processes
- Research Policy
- Horizon202 next work programme 2018-20 - this is already done, closed.... but maybe take a look and see how it is
- 9th EU RTD Framework Programme 2020-27 - here we might be able to affect things... may again include
- SwafS - living knowledge network pushed a lot the EU parliament to make sure this was even inclued in FP9
- RRI
- Open Science
- Environmental Policy
- Other policy areas, eg health etc
Initiatives to gather community inputs and channel into policy discussions
- ECSA policy working group
- environmental Citizen Science
- ECSA working group on Open Science
- DITOs stakeholder round tables poicy briefs
- Living Knowledge Network - is a good partner. Has already done a lot of work on this (focus on bridging the needs of communities to academia)
Lucy's DIY science advocacy work https://github.com/DIYScience/DIYScience- National networks for citizen science/DIY science, e.g. in Spain, Switzerland, Austria, Germany, etc
- Touching base with UNESCO
--------------------------
"Tools" - some examples (mindtools.com)
- Stakeholder Mapping-> identifying the key actors who are affected by and can affect an issue
- SWOT Analysis-> assessment of internal capacity
- Futures Analysis - thinking through.. if we get to this policy change, what's the next step...?
- Force Field Analysis - consider forces...
--------------------------
STAKEHOLDER MAPPING
Stakeholder: Entity with a declared or conceivable interest or stake in a project or policy
- keep your focus in mind: What are you achieving for?!
- Private sector
- Public sector
- Civil Society stakeholders
First steps... everyone who is affected
What is their relation to other stakeholder groups? Who can they influence
Who has an interest? How much do they already know
Are they allies?
...
...
Do we already have a contact
Categorising: Influence vs. Interest
[graphic]
- Need for influential "champions" and partners
- Relationships with others - who do we share values with?
- ...

DITOs Biodesign Policy Brief
Pieter van Boheemen, Waag Society
Based on vlog series
https://www.youtube.com/watch?v=dYJvDfUjurc&list=PLeqlwFURLU9f8keD6SlWd7GVZBj5nJMja
(intended to do many more than were actually able to produce)
Paper will be finished and published by the end of May
1. What is DIYbio
2. What is the role of government in this?
3. What are the expectations?
4. What are the most pressing needs?
Also the series "Voices of citizen science and DIYbio"

Spoke to the head of SwafS, Anna Xxxxx
- not even clear there will be SwafS in the next framework
- link to innovation is very important for them - more money mo jobs
Questions that came up:
- Which terms are actually being used - is DIYbio the right term?
- Do policymakers really understand what DIYbio is?
- Ethics
- core values in bioethics - freedom, autonomy, privacy, informed consent, equality - are these represented in the code-of-conduct of diybio (yes in practice, but code could do with a bit of an update)
- RRI is also trying to address the same concerns...
- GMO regulations
- biopunk manifesto
- wilson centre - 7 myths and realities about DIYbio
- problem directive: 2009/41/EC "on the contained use of genetically modifeid micro-organisms" - diybio orgs are not represented in the working documents that assess the appropriateness of these regulations
- Innovation potential
- Examples: ReaGent diy biorector, beerdecoded, hackuarium protein purification.... what do these have in common?
- Donut economics, Kate Raworth - https://www.kateraworth.com/doughnut/ - includes sustainability and the commons as a factor in her economic model
Recommendations
1. xxxx
- Reporting
- Documenting
- Networking
- Advocating
- Value of the Commons
2. Funding
Adapt funding mechanisms
allow for diybio
3. Ethics
